What is FMCSA consortium enrollment?
FMCSA consortium enrollment is the process of joining a Consortium / Third-Party Administrator (C/TPA) that holds a DOT-regulated motor carrier's random drug and alcohol testing pool — the program every CDL operation is required to maintain under 49 CFR Part 382.
For owner-operators running under their own authority, enrollment is the only legal path to compliance — federal regulation prohibits self-administered random testing for single-driver carriers. For small fleets and enterprise carriers, a consortium replaces in-house program management with a single audit-ready vendor. Vertical Identity is a C/TPA serving motor carriers nationwide. Enrollment takes about five minutes online: enter your DOT number, confirm carrier details auto-filled from FMCSA records, select a plan, and pay. Annual membership is $85 a year for owner-operators (first driver), $25 a year per additional driver, or $295 a year flat for unlimited CDL drivers, and DQF Pro driver files are included. Your Certificate of Enrollment is emailed the same day — usually within minutes — along with the DOT-required Drug & Alcohol Policy and driver guidebook. Keep it as proof of consortium membership for a new-entrant audit or a DOT inspection.
Same FMCSA requirement. Different consortium experience.
Every C/TPA on the market sells the same federally-defined random pool — that's the law. What separates a good consortium from a forgettable one is what happens after you pay: how fast you get your Certificate, what the test pricing actually is, and whether you ever talk to a real person. We bet the business on those three things.
Transparent published pricing
$85/year first driver. $25/year each additional. $295/year flat for unlimited fleet drivers. $69 per drug test and $59 per BAT, ordered when needed. The whole price sheet is on this page.

What is a drug testing consortium?
A drug testing consortium (also called a random drug testing program or random pool — same thing) is a group managed by a Third Party Administrator (C/TPA) that handles random drug and alcohol testing for multiple DOT-regulated employers and owner-operators under one umbrella. Vertical Identity is the C/TPA — we run the random selections, notify you when you're picked, and report to FMCSA.
FMCSA mandates that companies meeting any of the following criteria have a drug and alcohol testing program in place:
- A truck driver holding a Commercial Driver's License (CDL) who drives a vehicle over 26,001 lbs GVWR
- A driver of a tow truck with combined GVWR of 26,001 lbs or more (including a towed unit over 10,000 lbs)
- A driver of DOT-placarded vehicles under hazardous material regulations
- A driver of a vehicle designed to transport 16 or more passengers
Every employer is responsible for complying with 49 CFR Part 40 and 49 CFR Part 382. Joining a consortium is the only way for owner-operators (and the most affordable way for small carriers) to meet these requirements.

What is a drug testing consortium?
A drug testing consortium is a group managed by a Third Party Administrator (C/TPA) that handles random drug and alcohol testing for multiple DOT-regulated employers and owner-operators. By joining a consortium, you fulfill your FMCSA random testing requirement without managing a standalone testing program. The terms "consortium" and "random drug testing program" describe the same FMCSA-required service — same pool, same random selections, same reporting.
How much does FMCSA consortium enrollment cost?
FMCSA consortium enrollment with Vertical Identity is an annual membership: $85 a year for the first driver, with each additional driver at $25 a year on the Owner-Operator plan. The $295 a year plan is cheaper starting at 9 drivers ($85 + 8 × $25 = $285) and covers unlimited CDL drivers. Tests are ordered when needed at member prices: DOT drug tests are $69 each and breath alcohol tests are $59 each — same pricing on both plans. DQF Pro driver files are included with membership.
Is consortium enrollment required by FMCSA?
Yes. FMCSA regulations require all CDL drivers operating under their own DOT authority — including owner-operators and small carriers — to participate in a random drug and alcohol testing program. Joining a consortium is the only way for a single-driver operation to satisfy this requirement, since you cannot legally self-administer your own random program.
How do I enroll in the FMCSA consortium?
Enrollment is completed same-day. Submit your DOT number and basic carrier info through the portal, complete payment, and your Certificate of Enrollment is generated within minutes. You can enter your DOT number in the calculator above and we will auto-fill the rest of your carrier info from FMCSA records.
What does FMCSA consortium membership include?
Your annual membership includes the drug and alcohol testing program: random pool placement (DOT-compliant), Certificate of Enrollment, Drug & Alcohol policy + DOT guidebook, Medical Review Officer (MRO) review in every drug test price, Vertical Identity as your C/TPA in the Clearinghouse at no charge, 20,000+ collection sites nationwide, member test pricing ($69 drug / $59 BAT, ordered when needed), DQF Pro driver qualification files, and access to the member portal any time for adding drivers, ordering tests, and pulling MVRs.
What happens when I am selected for a random drug test?
When randomly selected, Vertical Identity notifies you via SMS and email with instructions to visit an authorized collection site within the required timeframe. Tests are typically 5-panel DOT urine screens, and results are reviewed by a Medical Review Officer before being reported to your Designated Employer Representative (DER).
Every state. Every CDL authority.
